Is user ID globally unique?

Hi,
I would like to know if the last part of url field at https://dev.freeagent.com/docs/users#get-personal-profile is a user id? In the docs I do see: “url”:“https://api.freeagent.com/v2/users/1”, so in this example 1 is a user id?

If I am right - is this ID a globally unique identifier?
In globally I mean it’s never reused even if a user would delete his account.

Yes, the ID is globally unique and isn’t reused.
