Have the ability to filter projects with the updated_since date filter

Just a little more detail. The API endpoint should have the updated_since date filter such that only updated/changed project objects after a supplied date can be retrieved, and processed. This would be ideal to pick up changes to Project meta data, such as PO, project dates, and status.
