Does the 1GB limit include attachments to expenses/bank transactions? I couldn’t find any concrete information in the documentation.
Also, can attachments be reused through the API or do they need to be uploaded twice if I want them for both bank transaction explanations and expenses?

The limit applies to files in the files area. Files attached to bank transactions / expenses / etc. won’t count against this limit.
Also, can attachments be reused through the API or do they need to be uploaded twice if I want them for both bank transaction explanations and expenses?
A file can’t be attached to multiple items (e.g. both a bank transaction and an expense). You’d need to upload the file twice if you wanted to separately attache it to two different items.
